Rizal Harahap is an associate at ABNR whose main areas of practice include project finance and development, construction, and real estate. He joined the firm in 2023.
In project finance and development, Rizal advises lenders and sponsors on the financing and development of energy and infrastructure projects in Indonesia, including those involving independent power producers (IPPs), cross-border electricity trade, public-private partnerships (PPP), and water treatment systems. He has worked on several of Indonesia’s landmark energy deals, such as the Muara Laboh Geothermal, Cirebon and Central Java Coal-Fired Power Plant projects. He also supports renewable energy initiatives, including legal feasibility assessments for floating solar power developments in Kalimantan and cross-border electricity trade frameworks from Batam.
In the construction sector, Rizal advises clients on regulatory compliance, contract drafting and negotiation, and project implementation strategies. He recently represented Geo Energy Resources in a USD 151 million infrastructure project for the construction of a 92-kilometer coal-haul road across South Sumatra and Jambi and a 7,500-DWT coal-loading berth in South Sumatra designed to transport up to 40 million tons of coal per year by road and 15 million tons via jetty. He also advised a state-owned enterprise (SOE) on the development of its LEED-certified green office tower that is the first of its kind by an SOE in Indonesia. He currently advises a foreign-owned data center developer on the construction of new campuses in Indonesia.
In real estate, Rizal advises on land due diligence, acquisition, and compliance issues in connection with infrastructure development and project finance. He assisted an energy company in reviewing land assets and conducting due diligence for the acquisition of landbank entities intended for the development of an integrated industrial park.
Before joining ABNR, Rizal was an in-house legal counsel at a leading Indonesian energy company and previously practiced at a top-tier Indonesian law firm. His prior experience gives him valuable commercial insight into the energy and infrastructure sectors, enhancing his ability to provide pragmatic, business-oriented legal solutions.
Rizal graduated in 2019 from the Faculty of Law, University of Indonesia, majoring in commercial law.
