Gombang, who joined ABNR in 2022 as a senior associate from another leading Indonesian law firm, specializes in Projects & Energy, Real Estate, Construction and Mining.
In Projects & Energy, Gombang has advised a prominent Chinese insurance company in the provision of overseas investment insurance cover for a number of major power-plant projects in Indonesia, including legal due diligence on the IPP companies, and assessing legal and compliance risks.
He also advised the Indonesian subsidiary of a global dairy company on the preparation of an agreement for the purchase, engineering, and installation of rooftop solar panels for its manufacturing facility. Currently, he is part of an ABNR team working on project financing for a variety of electricity-related projects in Indonesia.
In Real Estate, he assisted a prominent Japanese real estate company in its provision of a USD 450 million shareholder loan to its Indonesian subsidiary for the construction and development of an office building at a key site in Central Jakarta, as well as advising on the regulatory and compliance aspects of the project. As part of this mandate, he also assisted the Indonesian subsidiary in its negotiations with the Jakarta municipal government over compensation for exceeding the permitted floor area ration (Indonesian abbreviation: KLB) in the first case of its kind in Jakarta.
Gombang has worked on a series of large land acquisition projects, including assisting an Indonesian subsidiary of a Russian railway company with its acquisition of land for the development of a technopark and railway, and assisting an Indonesian subsidiary of a Chinese company with the acquisition of land for the development of a cement factory project.
He also assisted a Hong Kong-based company with its acquisition of an interest in an Indonesian real estate company. In addition, he was one of the co-authors of a “how to” guidebook on land acquisition in Indonesia for a foreign client.
In Construction, he assisted a client to prepare a FIDIC “Red Book” contract for the construction of an office building, and has advised clients on the regulatory aspects of construction projects in Indonesia.
In Mining, he has assisted a number of buyers with prepayments to Indonesian coal mining companies, which included the preparation of offtake agreements and security documents. In addition, he has assisted foreign investors with the acquisition of interests in Indonesian mining companies, and has advised mining companies on their divestment obligations under Indonesian law, as well as other regulatory aspects of mining in Indonesia.
Gombang graduated from Padjadjaran University, Bandung, where he majored in Economic Law, before going on to earn an LL.M from the University of California, Berkeley, with a certificate of specialization in energy law and clean technology.
