Timur is a senior associate at ABNR Counsellors at Law. Since joining the firm in 2014, he has developed a strong practice in the technology, media & telecommunications (TMT) sector and is now a key member of ABNR’s TMT team. He advises a diverse client base ranging from startups to multinational companies across the technology, social media, gaming, data center, e-commerce, telecommunications, and streaming sectors.
Timur specializes in a broad spectrum of IT and digital regulatory matters, including telecommunications networks and services, cybersecurity, privacy and personal data protection, content moderation, cloud computing, broadcasting, e-commerce, digital platforms, online gaming, and Internet of Things (IoT) services. He also advises on the establishment and operation of data centers and other digital infrastructure in Indonesia.
In privacy and data protection, Timur has extensive experience assisting clients with compliance under Indonesia’s Personal Data Protection Law (PDP Law) and sector-specific privacy rules. His work covers data governance, cross-border data transfers, consent management, data breach response, and the development of internal privacy frameworks. He regularly supports multinational tech companies, digital platforms, and regulated industries in navigating complex data obligations.
Timur also has secured various certifications as a Data Protection Officer, including professional certification based on National Work Competency Standards No. 103 of 2023 accredited by National Accreditation Committee (KAN), which demonstrates his professional proficiency in privacy and data protection matters from legal and practical aspects.
In telecommunications, Timur advises telecom providers, infrastructure operators, and digital service companies on a wide range of regulatory and licensing matters, including spectrum allocation, network sharing, interconnection, universal service obligations, product compliance, and cross-border connectivity. He also assists clients with market entry strategies and compliance with rules issued by Indonesia’s Ministry of Communications and Digital Affairs (KOMDIGI).
His in-depth understanding of both the technical and legal frameworks in the TMT sector enables him to deliver strategic, accurate, and business-focused advice tailored to each client’s operations. He is especially adept at guiding clients through Indonesia’s evolving regulatory landscape with practical, forward-looking solutions.

Timur earned his law degree in Economic Law from the Faculty of Law, University of Indonesia in 2013. During his academic years, he received the Best Lawyer Award at the National Human Rights Moot Court Competition (Universitas Padjadjaran) and won the National Contract Drafting Competition organized by the Business Law Society of the University of Indonesia.
